The Canton, Ohio, police department has released police body camera footage from the night a 53-year-old African-American man died during an arrest after repeatedly yelling at officers “I can’t breathe” while being handcuffed to the ground with their knees on his back and neck. The incident is strongly reminiscent of the murder of George Floyd in Minnesota on May 25, 2020, which became a benchmark for the Black Lives Matter movement.

As NBC reports, the video that was released shows African-American Frank Tyson lying motionless on the floor of a bar for more than 5 minutes before police checked his pulse, and about 8 minutes before CPR was started. The video is 36 minutes long. At first, it looks like police are responding to a car accident scene, with officers finding a downed utility pole and an unoccupied vehicle with the driver’s door open and an airbag deployed.

The same video shows a man with a blurred face in a white van telling officers that the person responsible for the crash is at an AMVETS building nearby. The police enter the building and immediately a woman asks them to remove Frank Tyson. When the cops approach him, he bangs on a stool and demands that the sheriff be called.

The officers then attempt to handcuff him. Police later identified Beau Schoenegge and Camden Burch as the “two primary officers” who responded to the incident. The video was captured by Schoenegge’s body camera.

During the arrest, Tyson insists that the sheriff be called and repeats, “They’re trying to kill me.”

The police then throw him to the ground and a voice is heard threatening: “They’re going to spray you,” while another voice tries to stop them.

As Tyson is handcuffed, one of the officers appears to put his knee on Tyson’s upper body, with Tyson repeatedly yelling “I can’t breathe,” reminiscent of the scene of George Floyd’s fatal arrest.

One of the officers tells him to “calm down and stop fighting” as Tyson desperately repeats: “I can’t breathe. I cant breathe. You’re on my neck.”

The officer kneed Tyson for about 30 seconds, as captured in the video. Shortly after the officer removes his knee, Tyson again says he can’t breathe, and an officer can be heard replying, “You’re fine. Shut up”.

When Tyson appears to have stopped moving, a police officer is seen searching Tyson’s wallet and talking to bystanders. Tyson appears to be motionless on the floor for over 5 minutes.

At one point the officer jokes, “I’ve always wanted to be in a bar fight. I don’t know if that counts.” When one of the officers returns to the video frame, he asks if Tyson has calmed down and if he is breathing.

The officer checks his pulse and later officers perform chest compressions (CPR) on Tyson, who is unresponsive.

Canton police said in a news release Friday that officers responded to a report of a single-vehicle crash shortly after 8:15 p.m. Thursday. They said witnesses directed them to AMVETS, where they made contact with Tyson and he fought with them. “Shortly after being handcuffed, officers realized Tyson was unresponsive,” the news release said.

The news release said CPR and several doses of Narcan were administered before Fire Department medics arrived and that Tyson was taken to the hospital, where he was pronounced dead at 9:18 p.m.

“The cause of his death is pending,” said Harry Campbell, chief investigator for the Stark County Coroner’s Office.

In addition to the video, police also released recordings of two 911 calls.

The police department said in a statement that it “immediately contacted” the Ohio Bureau of Criminal Investigation to conduct an independent investigation. Without naming Tyson, the office confirmed that its investigation into a “critical officer-involved fatality” is active and ongoing.

Police Chief John Gabbard said he expressed his “deepest sympathy” to those close to Tyson.

Schoenegge and Burch, who both joined the department in 2022 and served in the traffic bureau, have been placed on paid administrative leave pending an investigation under department policy.
