AADE: In public consultation from today the electronic dispatch note

In a public consultation, the Independent Public Revenue Authority the draft of the Decision, for the start and operation of the digital monitoring of the movement of goods and the definition of the electronic waybill format.

Through the consultation AADEaccording to a related announcement, looks forward to the direct cooperation with the agencies and businesses, so that they can jointly shape the new framework in the movement of goods, which deepens the use of modern digital tools to prevent tax evasion and smuggling.

The draft decision specifies the content of the traffic documents, the procedure for their digital issue and transmission to the digital platform myDATAas well as the process of digital monitoring of the movement of goods.

Particularly:

• a distinction is introduced between simple and complex movement of goods and the sequence of actions from the beginning to the completion of movement is described in two phases:

Phase I:

• invoicing,
• transmission of data to myDATA and notification of the Receiver
• ability to control transactions during them by scanning the QR Code displayed on the transaction documents

Phase II:

• digital monitoring of uploads/uploads,
• receipt of documents and goods by scanning the QR Code of the handling documents,
• quantitative and qualitative control by the Receiver

1. the parties responsible for issuing transport documents, the time of issue and the time of transmission of the data to myDATA are defined
2. the roles that businesses may assume when participating in the movement of goods are attributed
3. it defines the content and format of digital movement documents, the types of documents used at each stage of the movement of goods and the transmission channels
4. the use of the Combined Nomenclature “Taric” is established for the uniform coding of trafficked items.
