In submitting a legislative proposal, in the form of an Amendment to the Bill of the Ministry of Environment & Energy, the Member of Parliament of Kozani of PASOK – Movement for Change, Paris Koukoulopoulos, together with eight other Members of Parliament, proceeded in order to strengthen the income of local societies, i.e. the residents and Municipalities, in every region where there are Renewable Energy Sources (RES) stations.

In particular, with the Amendment, the Special A.P.E. Fee increases from 3% to 5%. which both the Local Government and our fellow citizens living in these areas are entitled to receive.
“The increase in the amounts used, as stipulated by the current legislation, for the execution of environmental actions, local development projects and social support, is absolutely necessary, as it can have a multiplier effect on the development of economic and social life, especially in the Greek countryside that is being deserted and decreases. After all, it is the minimum debt of a State where Energy Democracy is still a demand, with the energy autonomy of the Municipalities running into successive obstacles that the Central State is putting in place”, it is emphasized in the Reasonable Report submitted.

Furthermore, the Amendment includes two additional provisions. First, PASOK takes special care of justice, so that they pay – and in fact retroactively – the Special A.P.E. Fee. stations whose contract they had concluded for their reinforcement has already expired and they continue to operate. Finally, with respect to the administrative and financial autonomy of the Local Government, which is expressly guaranteed in article 102 of the Constitution, par. 3 aims at the best possible utilization of the Special APE Fee. according to the specialized needs and perspectives of each place, which – in application of the principle of proximity – only the competent elected self-governing bodies are able to know and decide.
