What does the “Common European Diploma” mean? Deactivation of DOATAP and similar bodies in European countries for the formal or substantive control of qualifications.

The implementation of the Mitsotakis government’s new agenda for Universities officially began at the rectors’ meeting: Creation of a common European Degree. The opening was undertaken by the vice-president of the European Commission himself, Margaritis Schinas, with his not-so-coincidental participation in the session that ended on Saturday. It is yet another “order” from the Europeans who, however, this time, according to well-informed sources, are carrying orders from the other side of the Atlantic.

What does it mean “common european degree”; Deactivation of DOATAP and similar bodies in European countries for the formal or substantive control of qualifications. Otherwise, creating a huge door through which not only European but also American degrees will be able to pass, which will now receive automatic certification…

“If the Europeans wanted to create a framework that would concern only the EU member states, then they would have already provided for the creation of competent authorities for the necessary equalization and certification. Something that until now applied to all educational policies – based on Community law -, while now it is not foreseen”, reports to “Ef.Syn.” university and experienced connoisseur of European data.

And we add: Since it was decided to create the Single European Higher Education Area, all the decisions, from Lisbon and Bologna to the last ones, on the recognition of college degrees (for professional rights and so on) have been based on treaties, legal frameworks as well as binding agreements that all member states were required to sign. The “common European diploma” and its automatic certification procedures go beyond all the educational commitments that, until now, were valid as a condition for any development of the European education policy.

In this case, no competent body is defined, no institutional basis, not even provision of a centralized bureaucratic process. Even if it is taken into account that in addition to the European conditions there is also the provision of alliances between Universities (see in the context of mobility), in this particular case there is an absolute void. There is, for now at least, no provision or reference to bodies, agencies or procedures. Will there be a central European body? Will it be private? Will it compel all member states to obey without exception despite differences from country to country? Will it work through bilateral partnerships? Will it provide matching procedures or will it be done automatically? No response has been given by the competent European authorities. Only the idea moves forward. And to promote this great idea, Mr. Schinas went in person to the rectors’ meeting.

The story, for now, is marketed as a “continuation of other successful policies of the European Union, such as the ERASMUS+ program. It also has a title: “Internationalization and Extraversion in Higher Education”.

A title that comfortably fits any initiative – institutional or business – for the approval of existing American education providers. In Greece, we have Deree College, Alba, Anatolia, their upcoming collaborations and so on. A more general homogenization, a big unbridled market is starting to build…

For impressions

Otherwise, in the same session, most was done to consume impressions on critical issues. More typical, the candy that was thrown to the rectors and also – through the corresponding publicity – to this year’s candidates for national courts, the Minister of Education Mr. Pierrakakis for the “slight increase in admissions”. He passed quickly, without much conversation. What do the rectors have to say? The knife of EBE (Minimum Admission Basis) is deeply embedded in the right of access to higher education.

Kyriakos the second said more for the sake of impressions. For example, digitization of all the procedures of public universities, but also an invitation for “62 million euros for the internationalization of Greek public universities” with the aim of collaborations with universities abroad for postgraduate programs.
