In 2024, the tourism/entertainment development, with a casino, of Project Voria is expected to begin. The management of North Star Entertainment (former Hellenic Casino of Parnitha) presented the new investment in the creation of a multi-purpose tourist center in the amount of 250 million euros, which will be implemented over a period of three years.

The investment also includes the transportation infrastructures approved by the relevant Presidential Decree, which are estimated at approximately 10 million euros (in terms of external interventions, while the purely building complex will amount to 150 million euros.

The project is expected to create 1,000 new (direct and indirect) jobs, while it will also absorb the workers in Parnitha.

The complex will include, among other things, a 5-star hotel with a capacity of 150 rooms, a casino (8,500 sq.m.), an amphitheater with a capacity of 1,400 people, 836 underground parking spaces, restaurants, swimming pools, a spa, etc. It should be noted that there will not be has shops.

The financing will be a mixture of private (over 30% in percentage) and bank funds, while the body will undertake the road projects with its own resources.

The cost of the investment does not include an amount of 30 million given in return to the public (half has been paid) for the relocation of the casino from Parnitha.

The investment aspires to reform this area of Amarousi, creating a project of high aesthetics and gentle construction, with its contributors appreciating that it opens new perspectives for the city, its people, its visitors.

As noted by the executives of North Star Entertainment, the maximum height of the complex will not exceed, on average, 18 meters, i.e. the height of a three-story apartment building, while it will be built with an advanced architectural design that will give the building the feeling smaller volume. Almost 50% of the area from the total of 50 acres will be given to the Municipality of Amarousi as green space.

In relation to the traffic interventions that will be implemented as part of the project, at the expense of the investment entity, they will ensure isolated and independent access to the new complex, with additional traffic lanes on Kifissias and Sp. Loui Avenues, uneven connections of the local road network with the building, improvement of signaling but also other projects which, as it was said, will upgrade the road safety and the level of transport service of the whole area.

It is also planned to allocate part of the area for the upgrade of the arterial circulation of Kifisias Street and Loui Street, at the same time as the construction of a network of new collector roads as well as an integrated network of sustainable mobility (pedestrians, cyclists and users of micromobility vehicles) within the wider area for the connection with the OAKA pole and with the future station of Line 4 of the metro.

In fact, although the government has not yet made any relevant moves, it has chosen a spot where a station can be built, at the junction of Sp. Louis and Kifisias Streets. Road changes are a condition for the investment to proceed.

It is recalled that in the company North Star Entertainment, as the Hellenic Casino Parnithas was renamed, the State participates with 49% (which will have no participation in the financing of the project) and with 51% Athens Resort Casino.

70% of Athens Resort Casino belongs to Regency Entertainment (with shareholders Laskaridis and Kokkalis and investment funds) and 30% to Laskaridis and Intralot.
