The green light was given by the European Parliament, paving the way for penalties to be imposed on offending drivers with pan-European effect.

The European Union took another step closer to the implementation of a European “penal code” for offending drivers after the ratification of the relevant provisions by the European Parliament.

As everything shows, therefore, “calls without borders” will soon become a reality, as the creation of a mechanism that will ensure the punishment of drivers who violate the Road Traffic Code in all member states is one of the priorities of the European Union.

Until today, only 40% of the fines assessed on drivers residing in a different country are paidwith the remaining 60% either lost in the “red tape” of European states or simply ignored by the offenders themselves, knowing that this is not going to affect them in the future.

The result is that drivers who do not respect even the basic Road Traffic Rules go unpunished, as even the penalty points do not weigh on their criminal records.

This is about to change, as the will of the competent European bodies is to create an interconnected system of recording violations and penalties, which will ensure that the driver will be punished, regardless of the country in which the violation was confirmed.

The competent authorities of each European country will be obliged within two months to register the infringement and the details of the driverso that the fine can be demanded or, in extreme cases, the penalty of disqualification from driving can become pan-European.

This procedure will concern specific violations, which are generally the most dangerous. These include speeding, drink driving, running a red light and dangerous parking.

The continuation of the whole issue is going to be given to the European Commission, which will in turn be asked to co-sign the specific provisions and put them into effect.

If that happens then within 30 months, all member states should have adapted the procedures they follow regarding the attestation of traffic offenses to align with the creation of the pan-European database.
