Development Law: Applications for tourism investments from Monday

Applications are submitted through PInformation System of Development Laws at the online address (https://opsan.mindev.gov.gr)

The total budget of the specific regime in 2022 amounts to 150 million eurosof which 75 million euros will be given in its form tax exemption. The remaining 75 million euros concern the types of aid the grant, the leasing subsidy and the cost subsidy of the employment created and come from the Public Investment Budget of the Ministry of Development and Investments.

The aid amounts

For small and micro enterprises the total amount of aid per investment project submitted cannot exceed three million euros for all types of aid.

For medium and large enterprises the total amount of aid per investment project submitted cannot exceed:

j) the three million euros for the subsidies for the leasing subsidy or the subsidy for the cost of the created employment, as well as the subsidy in the case of par. 4 of article 9 (subsidies for medium-sized enterprises in the Regional Units of Thrace) and

ii) the five million euros to strengthen the tax exemption.

The total amount of aid per investment project concerning eligible costs outside of regional aid cannot exceed one hundred thousand euros.

The categories of investment projects

They can be included in the “Enhancement of tourist investments” regime the following categories of investment projects:

a. Establishment or expansion of hotel units at least 4 stars,

b. modernization of integrated form of hotel units owned or upgraded to at least 3 star categoryafter five years have passed since the start of operation of the unit or from the date of completion of the previous investment in the modernization of the integrated form of the unit, as well as the modernization of non-main tourist accommodations, as long as they are upgraded to a category of at least 3 stars,

c. extension and/or modernization of an integrated form of hotel units that have ceased operation, for at least two years before the date of submission of the affiliation application, provided that during the period of interruption the use of the building has not changed and that, through the extension or comprehensive form modernization, are upgraded to a category of at least 4 stars,

d. establishment, expansion and/or modernization of an integrated form of Tourist Organized Camps (camping), which belong or are upgraded to a category of at least 3 stars,

e. establishment and/or modernization of an integrated form of hotel units within designated traditional or preserved buildings, which belong or are upgraded to a category of at least 3 stars,

f. establishment, expansion and/or modernization of complex tourist accommodation, as defined in Law 4276/2014 (A’ 155), owned or upgraded in a category of at least 4 stars, which are submitted as single investment projects excluding buildings and facilities to be transferred or long-term leased,

g. establishment or modernization of non-main tourist accommodations as long as they collectively bear the distinctive title of “hospitality hostel”, they are implemented within traditional settlements in mountainous areas, areas at a distance of up to 30 km from the borders, on islands with a population of less than 3,100 inhabitants while they are classified in the category of 5 keys and maintain a minimum number of 20 rooms for rent.

h. establishment, expansion and/or modernization of condo hotels belonging to or upgraded to a category at least 4 stars.

In order to be included in the scheme, a minimum amount of the eligible cost of the investment plan is required, which amounts to:

a. in the amount of 1,000,000 euros for big companies,

b. amount of 500,000 euros for medium enterprises,

c. in the amount of 250,000 euros for small business,

d. in the amount of 100,000 euros for very small businesses,

e. an amount of 50,000 euros for the Social Cooperative Enterprises (SOEs), as well as Agricultural Cooperatives (AS), Urban Cooperatives, Producer Groups (O.P.) and Agricultural Cooperative Partnerships (A.E.S.) .
