A concise guide to transfers has been produced by the Democratic Primary Teachers’ Partnership to help with the complex process of governing the system and making applications.
In accordance with article 64 of Law 4589/2019 and circular 41904/E2/19-04-2024 of the Ministry of Education from 22-04-2024 until 01-05-2024 applications are submitted
permutation.
Submission of applications
Those interested can apply for more than one branch/specialty, as long as they hold the corresponding degree and/or for more than one area of Primary/Secondary Education.
Revocation of the transfer application can be submitted electronically by the candidates to the services that sent the applications until 05-15-2024. Applications for categories 1. a, b, c, & 2. a, b, c, which are mentioned at the beginning of the information, are submitted by e-mail to the Directorates of Primary/Secondary Education, to which they organically belong.
Applications for the disciplines PE79 Music, PE08 Arts and PE91 Theater Education of Primary Education (category 3 at the beginning of the information) are submitted through the Online System for the Management of the Educators’ Register and for the Submission of Requests for Transfers/Transfers (https://teachers.minedu.gov. gr ).
Applications for EEP-EBP members (category 4 a,b,c,d at the beginning of the newsletter) are submitted by email to the Directorates of Primary & Secondary Education for those
organically belong to S.M.E.A.E. and to the Regional Directorates of Education for those who organically belong to KE.D.A.S.Y. or S.D.E.Y. of K.D.A.S.Y..
For the transfers concerning K.D.A.S.Y. (categories 1. d, e, g, 2. d, e, g, and 4. d at the beginning of the newsletter) interested parties send their transfer application(s) by email to the Directorates of Primary & Secondary Education or to the Regional Directorates of Education, to which they organically belong.
Applications submitted before the issuance of the relevant circular will not be considered.

a. in other branches of Higher Education
b. in other branches of Secondary Education
c. in EEP member positions (branches PE21,PE22,PE23,PE25,PE28,PE29,PE30,PE31)
d. in branches of teachers of KE.D.A.S.Y. (PE60/PE61, PE70/PE71, PE02, PE03, PE04)
e. in positions of EEP members of KE.D.A.S.Y.
g. in positions of EEP members in S.D.E.Y. of K.D.A.S.Y. (branches PE23, PE30)
2. From Secondary Education:
a. in other branches of Secondary Education,
b. in other branches of Higher Education,
c. in positions of members of EEP (branches PE21,PE22,PE23,PE25,PE28,PE29,PE30,PE31) or EBP (DE01)
d. in branches of teachers of KE.D.A.S.Y. (PE60/PE61, PE70/PE71, PE02, PE03, PE04)
e. in positions of EEP members of KE.D.A.S.Y. (PE21, PE23, PE28, PE29, PE30, PE31)
g. in positions of EEP members in S.D.E.Y. of K.D.A.S.Y. (branches PE23, PE30)
3. From the fields PE79 Music, PE08 Arts and PE91 Theater Education of the University
Education in vacant positions in the same branch in Music and Art schools of Secondary Education, according to the transfer process.
4. From positions of members of Special Educational Staff (SEP) and Special Auxiliary Staff (SEP):
a. in other branches of members of Special Educational Personnel (EEP),
b. in other teacher branches of Secondary Education,
c. in other branches of secondary education teachers,
d. in branches of teachers of KE.D.A.S.Y. (PE60/PE61, PE70/PE71, PE02, PE03, PE04)
Transfer conditions
For the transfer, the interested parties must have completed five (5) years of educational service (including any previous service) in the sector they serve. Not allowed
transfer of an employee before two years have passed since his appointment.
Transfer to a higher branch (from DE to TE or PE, from TE to PE) is allowed, as long as the transferee holds the degree required for the branch to which he is transferring.
It is not allowed to transfer to a higher branch before the completion of eight years from the appointment if the teacher had the degree required for appointment to a higher category at the time of submitting his application for appointment. Transfer to a lower branch is not allowed.
The newly appointed teachers and EEP-EBP members of the E.A.E. are required to serve in the E.A.E. for a period of at least five (5) years from their appointment, in accordance with article 62, par. 5 of
Law 4589/2019.
Reassignment is not permitted for teachers who were seconded or transferred through ESK, did not take up service or the said secondment/transfer was revoked at their request, and they have not
two (2) years have passed since the end of the exclusive deadline for taking up service or from the date of submission of the revocation application in accordance with article 27, par. 4 of Law 4807/2021.
An exception is the transfer for health reasons of par. 5 of article 7 of Law 4440/2016. The transfers are carried out in organic positions based on the vacancies announced by the Ministry of Education and included in circular 41904/E2/19-04-2024.
