Russian President Vladimir Putin addressed the Russian military for the first time since sending troops into Ukraine in February.

Vladimir Putin has ordered a partial mobilization in Russia, according to the state news agency TASS, with the aim of liberating Donbas, he said, accusing the West of seeking to destroy Russia and of trying to turn the Ukrainian people into cannon fodder.

Putin said that partial conscription would begin today and that an urgent decision was needed “to protect our people in the liberated territories. That is why I asked the Ministry of Defense to agree to a “partial conscription”. As the Russian president said, the relevant decree has already been signed.
