Regarding the production of electricity by the Municipality of Tripoli, through photovoltaics, and with funding from the Just Development Transition Plan, the House discussed during the urgent meeting of the Board of Tripoli on Thursday, April 25.
The two topics to be discussed were: “Approval of the amendment of the statute and the participation of the Municipality in the increase of the share capital of the Renewable Energy Community with the name “TRIPOLITCA 1821 COMMUNITY OF RENEWABLE ENERGY LIMITED LIABILITY” and distinctive title: “TRIPOLITCA 1821 K.A.E.” and “Direct Lease of municipal properties to “TRIPOLITCA 1821 COMMUNITY OF RENEWABLE ENERGY LIMITED LIABILITY” for the installation of a photovoltaic park, virtual energy offset” (Pursuant to the provisions of art. 196, of Law 4555/2018 “Kleisthenis I”)

THE Kostas Tzioumis took the floor to explain the reason for the urgency, as a proposal must be submitted to the Just Development Transition Plan, by next Monday, in order to save approximately 350,000 euros a year from electricity consumption, which costs the Municipality a total of 1.5 million euros per year. As he said, the file is complete.

We also put a capital, because we had zero capital, for the rentals.

Mr. G. Smyrniotis he said: “If an extension is granted, let’s have an update, because we were only talking about Jiva, let’s have a financial plan. Let’s see an economic and technical plan”.

Mr. Katsafanas he said: “We have everything, and economic and technical study and everything. We increased the plots, because the law limited them. We have sent all our papers.”

The only one who had objections was the head of the “Popular Rally”, Mr. Vangelis Gourgaris: “Right now, I don’t know if we know who the representatives of the General Assembly are, who the company’s Board of Directors is. The Statute has been amended, we have not been informed. You mention seven scattered solar farms without specifying whether they are on high productivity land. We don’t even have an estimate of the cost of interconnection and accompanying projects. SDAM subsidizes a percentage of the budget up to 2.8 ha. euro. We don’t know at what percentage he is financing, where will we find the rest of the money? Are we going to borrow from the banks?”

Mr. Tzioumis replied: “Today’s Board of Directors has to do with two specific issues. These questions are not about the debate. The budget is 3 million euros, but it has been voted in the Municipal Committee. The Municipality is covered, 80% from there, the rest from the budget. The shareholders are the Municipality, the Primary and Secondary schools, the Municipal Radio, DEVAT. Their presidents are representatives in the Energy Community”.

Mr. Katsafanas, responding to the amendment of the Statute, said: “The amendment of the Statute is the continuation of the previous one, the only thing that changed was the abolition of NPDD and the introduction of municipal radio.”

The 3 million euros are inclusive of VAT. The benefit is significant, we only had two months but we found the plots, and the file is almost ready to be submitted to DEDDIE for approval.

Mr. Gourgaris replied: “We are kidding that we will buy fields and increase the capital. We are entering a process in which we will advance the operation of an energy community, which will also have to cover a large amount of money, and the legislation says that a private person will be able to enter as well. Where will the Primary find money to cover a significant amount the day after tomorrow? The facts have now been turned upside down. At peak, energy demand is 9 Giga. Only from RES we have 12 Giga in operation, with 15 Giga on standby”.

Soon we will open energy dumps. We advance the release of electricity through this process.

Mr. Katsafanas replied: “The process is virtual netting. We produce electricity, we give it to PPC. I don’t see the point. Shall we trade? We are introducing 4 Giga current, We are not going to make batteries, nor such actions. I would agree to produce electricity, so that he has 4-5 million euros in income from electricity.”

Mr. Tzioumis said: “I did not understand what Mr. Gourgaris wanted to say. There is a file being prepared, everything. These do not come to the Board, all this paperwork. We are not going to sell electricity, we are going to reduce the electricity we consume. Where we pay 1.5 million euros, the Municipality will have its own electricity of 450,000 euros per year. The Municipality will invest 500,000 euros and in one year will have saved 450,000 euros. It will be a completely municipal energy community.”

The floor was then taken by Mr. Yannis Troupis: “Many municipalities are asking for some kind of budget, the money will be amortized and I think we are creating a back-up for the future.”

Something is starting that creates conditions for energy self-sufficiency for the Municipality. Ultimately, those who participate, as representatives, are also responsible for their signature. In matters concerning the Municipality, we should take some decisions unanimously, for historical and psychological reasons.

“The de-lignitization money, if it is not requested, if no proposals are made, it will go, it will go away. Whatever happens, we have to look at making proposals on many things in order to create a field to claim them.”

If he gets an extension, let’s have the opportunity to discuss more extensively. It is an opportunity to take advantage of some funds from SDAM to leave something behind.

Mr. Gourgaris said that “all that you take for granted is not only self-evident”. “I still don’t know who represents the shareholders. Nor for the amendment of the Statute. You all cultivate the illusion that we can fix the situation. Everything goes through the Energy Exchange. The situation is not going to change. We should have had the non-technical summary. Nothing will change. The price of electricity will continue to rise. We open the energy dumps. The government is preparing a bill for cuts and all we will do is pave the way for even bigger solar companies. I will certainly vote against.”
