In the context of the May Day events, the Deputy Mayor of Administration and Finance of the Municipality of Patreon invites those interested, who wish to obtain approval to participate in the one-day traditional May Day fair, which will be held on Wednesday, May 8, to come to the Department of Administrative Care (Protocol), which housed on the ground floor of the new Town Hall of Patras (Maisonos 19, formerly Arsakeio) and to submit an application during the time period, from Thursday, April 25, 2024 to Wednesday, May 1, 2024.

Allocation of seats and number of permits

The venue and the number of permits for the trade fair are defined as follows:

PRIMARY EVENTS The main events are held on Ypsilon Alonia Square and specifically, on the roadway of Athanasios Diakos, number of permits 40. Parallel events are held on Omonia Square with a maximum number of permits 10, and on Marouda Square with a maximum number of permits also 10

The items allowed to be sold at the fair are:

Flowers, plants (only from florists), gifts, confectionery, nuts, corn (portable roaster licencees), fake jewelery (pho bijou)

The items sold must comply with the safety standards and their disposal must be based on the Rules for the Handling and Trading of Products and the Provision of Services (D.E.E.P.Y.).

In general, the goods that can be sold at the trade fair are those that are customarily sold at open trade fairs and in accordance with the provisions of par. 13d of article 66 and par. 5 of article 67 of Law 4849/2021 and of no. 18982/22-02-2022 (F.E.K. 925 Issue B) K.Y.A. Ministers of Development and Investments-

of Agricultural Development and Food “Sale items for producers and professional outdoor trade sellers”.

As an exception, the sale by the participants with permission to participate in the open-air markets of this item is allowed during the days and hours when the corresponding stores of similar items remain closed, in accordance with the regulations in force at any given time.

Licensing process

Participation in the trade fair requires a participation approval issued by the Municipality of Patreon, in accordance with the current operating regulations. The validity of these approvals is equal to the time period of operation of the trade fair. Participation approvals are given as follows:

CATEGORY APPROVAL OF PARTICIPATION

1 At a rate of 70% to sellers who have all the legal tax documents and KAD related to outdoor trade activities. Especially for the May Day events and at a rate of 70%, permits will be given to professional florists in collaboration with the Florists’ Association.

2 At a rate of 20% to sellers of industrial goods, licensed street market sellers and to holders of a production license of street markets dealing in flowers, plants and processed products.

3 At a rate of 10% to licensed itinerant or stationary trade with the object of sale from the permitted traditional trade fairs.

4 Licensees of article 45 (article 38, par. 4) An excess number of positions reserved exclusively for licensees of article 45 may be determined. Especially, for licensed operators K.AL.O. of article 45, one position is given for every four (4) members, who have a certificate of certification of their own creation, in accordance with paragraph 3 of article 45.

5 An excess number of positions may be determined exclusively for professionals who have been declared bankrupt and who can request a position in the markets in question. (subsection 4 par.3 of article 38)

6 In the event of no interest from licensees of categories (2) and (3), the number of seats in these categories is added to the number of category (1).

In accordance with par.3 of article 38 of Law 4497/2017, vendors who have all the legal tax documents and who are not licensed for street markets, street or stall trade, participate in the trade fairs, as long as they have a certificate of outdoor trade activity of annual duration, which issued by the Municipality of their permanent residence.
To submit participation, the interested natural person should submit to the Administrative Care Department (Protocol):

• Application, the form of which is issued by the protocol service (Maisonos 19 – OLD ARSAKEIOU BUILDING -) and on the website of the Municipality www.e-patras.gr

• Copy of rural trade license or certificate of activity of paragraph 3 of article 38 of Law 4497/2017

• Health certificate, as long as food is available
Applications and supporting documents can be submitted either by the interested parties, or with their authorization, by the Florists Association. The same applies to receiving the participation permit.

In the case of representation (submission of an application, lottery process, receipt of a permit) of the interested party by another natural person, an authorization is required that will have the original signature and stamp from the KEP or another public service, or from the online platform Gov.gr

In the applications of the interested parties, the type of goods for sale will be indicated as well as the measurements of the counter.

The application is submitted by the interested party or by a legally authorized person. Failure to provide the requested supporting documents will exclude the interested party from the licensing process.

Also, an interested party who himself or his legal representative submits more than one participation application is automatically excluded from the draw. Each interested party has the right to submit only one application/position.

In the event that the number of applications on the closing dates is less than the places, the service may extend the submission date. In case the number of applicants exceeds the above percentages, a lottery will be held.

After the submission of the applications and the end of the procedure, a list of participants for the open-air market is issued, which is posted in the municipal store, so that those selected pay the corresponding fees in favor of the municipality and the participation approval is issued. The decision in question is notified to the relevant Region and is available at any time to the competent auditing bodies. Fees are paid in cash to the Municipal Treasury.

Licensees are obliged, at the latest within two (2) days from the day after the final selection, to pay the corresponding fees.

The issuance and receipt by the interested party of the relevant approval from the Municipality for its use and installation at the venue, grants the right to use the venue during the time period stated in the approval of its participation.

Any installation or use of the space prior to the issuance and receipt by the interested party of the relevant license or the use of the space after the expiration of the license is considered arbitrary, constitutes illegal occupation of common space and is subject to the penalties provided by the Law.

Position specifications

The facilities for the sale of goods – products will be made on appropriately configured counters, with dimensions of 2 to 4 meters (length) x to 2 meters (width), in the designated positions.

These installations will be placed with care, expense and responsibility of the participating traders themselves one day before the start and will be removed again by them, one day after the end of the event, under the supervision of the Municipality.

The facilities will be electrified under the responsibility of the respective seller
