Detailed report on how Israeli spyware was sold to Bangladesh by Tal Dilian’s Intellexa Group, published by Israeli newspaper Haaretz which brings to light official documents and correspondence with, among others, the Greek embassy authorities, which prove that the training of personnel of the security authorities (NTMC) of Bangladesh took place on Greek soil.

According to the report, in June 2021, the Cabinet of Bangladesh decided to buy a spy vehicle “VehicleMounted Mobile Interceptor”which is equipped with, among other things, technology to intercept calls and text messages from mobile phones, which can locate the user and hack into wireless networks.

According to an official document of the Bangladesh Cabinet, two companies submitted a bid for the supply of the technology and the one selected was the Swiss company, Toru Group Limited.

There is no company with this name in the Swiss company register, but a company with this name is registered in the British Virgin Islands.

The CEO of the company is Mr Assaf Elias, Israeli citizen, according to LinkedIn and Facebook profiles. Until recently, AssafElias was a minority shareholder in another British-registered company, along with several prominent figures in the Israeli cyber-attack industry.

Toru’s website makes no mention of the type of spy vehicle Bangladesh bought from the company. As far as is known none of AssafElias’ partners in the British company manufacture such a vehicle. The one who does it is Tal Dilian, owner of Passitora and the Intellexa Group. On this basis, the Israeli newspaper Haaretz formulates the assessment that Toru was intervening.

Official documents from the Bangladesh Ministry of Home Affairs reveal that the NTMC commander and other senior officials flew to Greece in 2021 and 2022 to train on the spy vehicle they had purchased. According to the documents, the trips were “fully funded by Toru.”

The Vehicle Mounted Mobile Interceptor spy vehicle was expected to arrive in Bangladesh in mid-2022. Shipping documents show that the system was delivered at the end of June.

Two sources in Bangladesh told the newspaper that a new, advanced spy van is already in operation, with its surveillance tools leading to the sacking of seven police officers who allegedly criticized the government in a secret WhatsApp group and communicated with figures from the opposition BNP party.

Dilian did not respond to requests for comment from the Israeli newspaper Haaretz.
