Thanos Pleuris responded to the objections of the opposition regarding the institution of the personal doctor in the Parliament. At the same time, the Minister of Health explained the reasons why the “family doctor” was not successful.

In just a month and a half, 4,000,000 citizens registered in the personal doctor system, said the Minister of Health, Thanos Pleuris, to the Social Affairs Committee of the Parliament, on Friday (23.09.2022).


The discussion about the personal doctor was full of substance, on the occasion of the imminent passing of a bill by the Ministry of Health “Establishment and organization of a Legal Entity under Public Law with the name “UNION OF RADIOLOGY TECHNOLOGIES – RADIATION THERAPY OF GREECE” (ETAA E.), arrangements for dealing with the COVID-19 coronavirus pandemic and the protection of public health and other provisions”.

Minister Thanos Pleuris, responding to the objections of the opposition, stated that the citizens “have embraced the personal doctor”, emphasizing at the same time the reasons why the previous attempts to organize Primary Care failed.


As Mr. Pleuris said, the goal set by the institutions was for 4,000,000 citizens to have joined the system by December 31 of this year.

Pleuris: Citizens embrace the Personal Doctor – The Family Doctor on SYRIZA

The Minister of Health did not deny that “there are points where the citizen suffers”, but he noted that “doctors are and will continue to enter the system” and at least today the quantitative goal has been achieved.

“Citizens embrace the reform of the Personal Doctor”, said the Minister of Health and in the context of his answer, he referred to the reform that had been attempted during SYRIZA and the outcome of the institution of the Family Doctor.

“SYRIZA passed the law on the family doctor in 2018. From 2018 until the end of SYRIZA’s mandate, less than 1.5 million citizens and around 700 doctors were registered”, he emphasized, pointing out that “SYRIZA’s reform, for the family doctor, failed miserably”, because “the capitation corresponded to 10 euros per person”.

According to the minister, when the SYRIZA government saw that the institution could not function, it provided a 2,000 euro salary to serve the citizens, as a result of which there are family doctors with a single-digit registered number of clients, who received 2,000 euro per month.

As the opposition parties discounted that the system will fail because it cannot proceed with 2,000 people served per doctor, the minister underlined that the responsibility number of Mr. Xanthou’s law, provided for 2,250 people per doctor.

“Each doctor registered up to 2,250 people. If the 2,000 people today are a lot, are the 2,250 predicted by Mr. Xantho’s family doctor good? They are ignorant of Mr. Xantho’s failed reform,” said Mr. Pleuris.

Side in Parliament: The personal doctor today

Regarding the situation today, the Minister of Health said that: All ministerial decisions required for the personal doctor were issued by the end of June.

All public doctors entered the system because it was foreseen that doctors serving in health centers would register a population and get 10,000 euros per year, more. In the first phase, the system was opened to general practitioners, family doctors and pathologists. There were 4,000 available, and in the first month of the institution’s operation, 1,200 joined in the first month of the institution’s operation (including during SYRIZA, 700 doctors had entered in four years).

Personal physician side: 30% joined the system in August

In the first 45 days of the institution’s operation, 4,000,000 citizens registered.
Because, “naturally, there are some glitches,” the system will be piloted in order to be fully implemented from 1-1-2023. The problems are mainly located in Attica, which “needs a greater number of doctors, although those who were registered in the system during SYRIZA throughout Greece, today there are so many only in Attica”, clarified Mr. Pleuris.

In the region coverage is over 70% and today there are 650,000 vacancies across the region.

In the second phase of the institution, and since it was foreseen in the reform that private doctors will also enter, the specialties based on pathology are included.

In the next ten days the contracts with EOPYY will be signed, other doctors will enter the system and the institution will work “dynamically”.

Personal Doctor: When do Pediatricians come in?

Once the adult population is covered, the next step in the system is paediatricians. The goal is for the adult population to be registered in the system by 12-31-2022, with the inclusion of more medical specialties and individuals in the system.

Indeed, more doctors are needed, but 3,300 have entered the system within 45 days.

For those who enter the system, a program of free examinations is issued, so that at the first appointment that the serviced persons will have with their personal doctor, they will also have their examinations, so that their medical file can be formed.

The current government “pressed” on regulations of 2018, such as the provision that those citizens who are uninsured will join the doctors of the health centers, the personal ones, and only if they are not there they will go to private ones. This is a “repetition of Mr. Xanthou’s regulation, in 2018, with the change that that regulation spoke of a Family Doctor, while today the regulation speaks of a Personal Doctor”.

“The institution of the Personal Doctor, the institution will be strengthened. Until 12-31-2022 we will have the coverage we want from doctors. From October, electronic appointments start, so that citizens can go and fill out their file.

The Minister of Health responded to criticism of doctors’ salaries:

“In 2015-2019 doctors were given zero money. We give the doctors of the health centers, through the Personal Doctor, 10,000 euros and to the doctors of the National Health Service, on average, with 10%, it is, in combination with the abolition of the solidarity levy, from 3,000 to 4,000 euros a year. Of course we wanted them to get more. But today we are being criticized by those who had not given a cent”, noted Mr. Pleuris.
