Public Transport workers have decided to go on a 24-hour strike tomorrow, Wednesday, September 21, which was announced by the Athens Labor Center (EKA) in an emergency meeting ahead of the passing of the draft law on DEKOs in Parliament.

Wednesday, September 21, 2022 is the day for the passage of the Ministry of Finance’s bill for DEKO workers who, as they say, are “affected by the bill in question”.

On strike OASA will also participateas a result of which buses and trolleybuses will not operate for 24 hours, while the metro will also not operate on all three of its lines.

Full announcement:

With the aforementioned draft law of the Ministry of Finance, provisions are introduced whereby:

1. The employment status of employees in Public Enterprises and Organizations is degraded by the introduction of regulations that lead to two-speed workers.

2. The operational S.S.E. are cancelled. and the Labor Regulations for new hires.

3. The door opens for temporary workers in Public Enterprises and Organizations.

4. Either full-time employment or indefinite-term employment with the possibility of hiring temporary employees is abolished and indeed not in support systems but also in basic specialties such as drivers or technicians in public transport companies.

5. The role of the ASEP in the recruitment system is eliminated in a standard check of a few days that will never be completed, giving the possibility to committees of the companies themselves to determine the way of personnel selection by now also introducing the personal interview process.

6. It undermines the possibility of the employees of OASA and its subsidiaries to be subject to the mobility system of Law 4440/2016.

7. Allows the provision of transportation work to private individuals on a permanent basis.

8. Sells State assets at the will of the respective Minister of Finance.

9. Excludes from the law of Public Contracts for EESYP and its other subsidiaries.

10. It paves the way for the complete privatization of DEKOs.

We require:

1. Immediate withdrawal of the bill of the Ministry of Finance on Corporate Governance of Public Limited Companies and the other subsidiaries of the Hellenic Holdings and Property Company etc. which has been introduced for a vote in the Parliament.

2. Preservation of the public character of all Public Enterprises and Organizations.

3. Immediate signing of Collective Labor Agreements in Public Enterprises in which they have not been signed.

4. Covering the vacancies by hiring permanent full-time staff, with the effective supervision of ASEP.

5. Restoring the possibility of the social partners (employee organizations and DEKO administrations) to agree on salary and non-salary terms with Collective Labor Agreements.

For the EKA it is imperative both to maintain the public nature of Public Enterprises and Organizations and to protect the jobs and working conditions of the staff who must be employed in these key positions, with an indefinite full-time relationship. It is impermissible to further degrade the operational Collective Agreements in these companies, at a time when, in the European Union, a draft Directive is already in the works with which the Member States are obliged to strengthen sectoral and cross-sectoral collective bargaining as an essential factor for the protection employees.
