The government is trying to block undeclared work from two sides. The beginning is already made with the introduction of the digital work card, while the continuation will be made with the joint declaration of the employers in “Ergani” and e-EFKA.

The basis of both of these axes of action against undeclared, implied and uninsured work is “Ergani II”.

For now, all employees in banks and supermarkets (with over 250 employees) have been declared, while from October 1 to November 30, 2022, the employees of the other branches must also be declared.

Immediately after and, in any case, not after the beginning of 2023, the implementation of the digital work card will also begin in the former DEKO, insurance and security companies. The reason for a tool of the Ministry of Labor (which is however also available to the employees themselves) which ensures the immediate, real-time update of the “Ergani” information system for the start and end of each employee’s work.

The most likely scenario foresees the return of an adjustment period for these companies as well (eg until 2023 at the latest) as was given to banks and supermarkets (July 1 – August 31, 2022). Immediately after, i.e. around the middle of 2023, the implementation of the digital work card will begin in the catering and tourist accommodation sector.

At the same time, the Ministry of Labor will “run” the procedures for the implementation of the joint declaration of the employees in the information system “Ergani” and in the e-EFKA.

Circles of the Ministry of Labor reported to Capital.gr that the processes have already begun by competent officials in order to establish and operate a single system of registration of employees in the “Ergani” and in the Analytical Periodic Declarations (APD) from the new year. In other words, employers-companies must simultaneously declare a single movement of their employees to “Ergani” and to e-EFKA.

The aim of the government is to limit as much as possible the phenomena of differentiation of the content of the two statements (“Ergani”, APD).

This differentiation of the contents of the two, until now, separate declarations hides the will of some employers – companies to avoid insurance contributions and thus reduce, in an illegal way, their non-salary costs.

The unification of the mechanisms stated in “Ergani” and e-EFKA in combination with the digital work card will equip the Labor Inspection Body, as it will have at its disposal before each inspection in any company a “map” of the hours and also of the of each employee’s contract and will be able to easily check whether and to what extent this is observed by employers – businesses and, thus, impose the corresponding fines in case of non-compliance.
